Add grated coconut, jaggery, spices and salt to heated ghee in a pan. Cook on a slow flame till the mix combines.
Prepare a soft dough of rice flour using water and ghee.
Roll the dough to form a round disk. Put a small amount of the coconut-jaggery mixture in the center of the disk and wrap the disk around it. Seal it properly using water at the edges.
Steam the modaks for about 10 minutes or till the covering becomes translucent, then serve hot.
